In placement document, the complex example doesn't work as expected. When a
placement rule has a parent rule, if the parent queue doesn't exist, it needs
to allow parent rule to creating the queue (which means setting `create`
argument to true); otherwise, it would fail and skip. So there are two place we
need to modify:
# Update the yaml example to make it work as explained in document
# Add more explanation of parent rule
