the placement rule of default queue.yaml is "tag + namespace". see
https://yunikorn.apache.org/docs/next/design/config_v2/#default-configmap
However, the implicit placement rule is "provided". see
https://github.com/apache/yunikorn-core/blob/master/pkg/scheduler/placement/placement.go#L91-L94
It seems to me the "default" placement rule should be identical to prevent
confusing users.
