During the review of [PR
#705|https://github.com/apache/yunikorn-k8shim/pull/705], we realized that
preemption test cases are not separated by namespaces. This is bad practice
because test can easily interfere with each other, leading to suble,
hard-to-debug problems.
The author of #705 already had to add a {{time.Sleep(20)}} to the beginning of
the test.
