Upgrade ginkgo to 2.13.2 or 2.15.
* 2.13.2 upgrade fixes a FD leak and avoids allocations.
* 2.15 changes to go 1.20 and adds some new features.
Either would work, as long as all e2e tests compile pass with the version.
