Currently, we attached both label and annotation to placeholder pods:
* placeholder (Label)

* yunikorn.apache.org/placeholder (Annotation)
([Link|https://github.com/apache/yunikorn-k8shim/blob/master/pkg/cache/placeholder.go#L53])
According to the policy document defined in YUNIKORN-1351, we should only use
annotation with internal prefix
* internal.yunikorn.apache.org/placeholder
