-1 based on the extra jiras that are marked fixed.

We have 3 jiras that are in the CHANGELOG marked as fixed in 1.7.0
that are not in 1.7.0:
* [YUNIKORN-3010] - Environment setup with Kwok and Autoscaler
* [YUNIKORN-3023] - Framework Init
* [YUNIKORN-3052] - Integrate with cluster-autoscaler (kwok-provider)
to set Node desiredCount and maxCount per Config

Weiwei removed the `fix version/s` tags in jira shortly after the vote
had started. We probably should create a new release as the list of
fixed jiras is not correct in the changelog.
That would also give us the chance to cherry-pick YUNIKORN-2930 [1]
which is a highly anticipated change.

Beside that all looks good:
- verified signatures and checksums
- verified LICENSE
- build from source with go 1.24.4 on MacOSX 15.5
- ran 3 node kind cluster K8s 1.31.9 for validation
- ran e2e tests
- ran unit test
