The current release scripts check out all the repos under the tools directory
into a staging directory.
The tools directory is getting renamed in YUNIKORN-3035 to release-tools. The
current use of the tools directory is mixed. Scripts, data and generated
artefacts all end up in one directory.
Move the generated artefacts to a new `build` directory like used in all other
repos
