After some discussion with Highcharts Account Manager. It should be OK
regarding license issue. What needed is add explicit description in the
document. See the mail conversation below.
Rockie,
Only users who will be using Highcharts for commercial purposes needs a
license.
Users who use Zeppelin for commercial purposes, but will not use Highcharts,
does not need a license from us.
I hope this helps.
Let me know if you need further clarification.

Hi Anita
Since Apache Zeppelin using Apache 2 license.
If Highcharts is bundled together with Zeppelin. Does it mean the whole
Zeppelin need follow Highcharts license?
Which option in following list apply?
1. The whole Zeppelin need follow Highcharts license. Users who use Zeppelin
for commercial usage need have a valid Highcharts license? Even the user don’t
use the Highcharts feature.
2. The whole Zeppelin still use Apache license, Highcharts license apply if
users use Highcharts feature. Users who use Zeppelin for commercial usage does
not need have a valid Highcharts license as long as they are not using
Highcharts feature.
Thank very much.
