Apache Mahout has released 0.13.0
Update to reflect version change
Drop dependency on spark-shell
Include dependencies on ViennaCL and OMP (which will utilize GPUs if present
and fall back to CPUs if not for BLAS ops)
Maintain 0.12.2 support for Flink(?) Flink bindings are no longer included in
Mahout release
