When user creates notebook by copying {notebookid} /note.json file to
ZEPPELIN_NOTEBOOK_DIR, this notebook is not reflected until zeppelin is
restarted. It should reflect with next login. Also if user updates the content
of note.json file using any editor except zeppelin UI, it is not reflected
until zeppelin is restarted.
These features would help in fixing any notebook which has become huge due to
some data errors / error outputs and can be manually cleaned without restarting
zeppelin. Similarly it can help with having multiple instances of zeppelin on
multiple nodes with zeppelin on NAS share.
