ZEPPELIN-3009. Don't iterate all the properties when getting property from
ZeppelinConfiguration

Just read the zeppelin-site when ZeppelinConfiguration is constructed, and
look for key when getting property from ZeppelinConfiguration instead of
looping over properties each time at runtime.
