ZEPPELIN-3291. Throw exception instead of return null for InterpreterFactory.getInterpreter ### What is this PR for? For some cases we throw runtime exception in InterpreterFactory, and for some other cases, just return null. It doesn't make sense to do that. This ticket is trying to refactor it to throw exception for all the cases to make code robust and consistent. ### What type of PR is it?
