[ZEPPELIN-3458] Pull bigquery upgrade
### What is this PR for?
Current version of BQ client used in Zeppelin is very old. Have upgraded
the BQ client to a more recent version. Upgrading fixed certain intermittent
connection errors when executing BQ interpreter paragraphs.
