ZEPPELIN-3822. All interpreter folders (ZEPPELIN_HOME/interpreter) are
deleted when maven clean is invoked

This PR is to fix the bug that `ZEPPELIN_HOME`/interpreter folder is always
deleted when maven clean is invoked for module `zeppelin`.
