Summary: Support to use YAML file to store interpreter setting

YAML file is more readable than json and since the structure of interpreter
setting is pretty simple and straightforwd, so I suggest to store interpreter
setting into yaml file. This ticket is not to abandon json file, but to support
yaml file as well. Deprecating json file could be discussed later.
