It is really expected that keep config in consistent when use yarn and
yarn-application mode, but i found there is a difference of config
'flink.execution.jars':
when use yarn mode,we can use local file,
but when yarn-application mode ,we must use hdfs file。
we expect that zeppelin can do some compatibility processing to make it in
consistent
