As discussed at
[https://github.com/apache/zeppelin/pull/4233#issuecomment-927580944] we will
introduce CircleCI (in addition to the main GitHub Actions) as a CI for running
some of the tests (e.g. smoke/basic) on Linux ARM64 hardware.
If needed later the setup could be extended to cover more/all modules.
