When using FileSystemNotebookRepo and GitNotebookRepo at the same time.
FileSystemNotebookRepo and GitNotebookRepo have shared notebook directory
configuration.
If it is not the super account of hdfs, you cannot create a directory under the
root directory of hdfs at will. It will cause the zeppelin server to fail to
start.
