I think it is based on LDAP. There are some perl scripts sitting on
people.apache.org under /usr/local/bin that let PMC chairs and ASF members to
add/remove ppl from different groups.

However, for podlings, all committers are a part of LDAP incubator group, thus
there's no way to differentiate them in the same way.
