May be it is better not to call it "Code transition", as soon as actual
transition is finished - this becomes a bit confusing.
Why do not we create\rename it to an umbrella "Prepare for Apache release"?
And then we can create more fine-grained sub-tasks, like
- change the package name
- update pom artifacts
- take care of NOTICE\LICENCE
- apply apache-rat
- etc
this way we will keep tracking in one place but will be able to deligate parts
of the task of preparation for the first release more efficient.
