Users may want to add custom HTML or JS files into Notebooks, but do not have a
host for them so they cannot be included via HTML tags.
Today user can read files on local disk with Scala or Python, but this is
painful.
This new feature should allow the Zeppelin web server to serve all files in a
configurable local directory.
