@jeffsteinmetz I'm not sure I understand what you're proposing?
At this moment this PR isn't failing CI. It builds and tests fine.
When CI later tries to use a recently-added test class that has nothing to
do with this PR, the class tries to talk to Spark, but Spark isn't running.
