Note to PMC; I have gone through Richard Wallace's contributions, dating to 
2008, by examining commit mails and Jira issues.
Richard sent in two patches, in QI-94 and QI-95 to correct bugs he had located, 
created test and correction for. This affected 7 files in the query and http 
subsystems, and quite small number of lines, albeit important bugs squashed.

My conclusion is that Richard doesn't need to send in a Software Grant
