I removed the contents of ZK-1411 (which is now in trunk) from the 107 patch. 
The current patch applies to new trunk, but requires more work (partly to make 
sure that I use Commons CLI correctly for reconfig / config commands). 

Notice that to refer to the dynamic configuration file from the static one you 
should write "dynamicConfigFile=..." and not "membershipFile=..." as with the 
previous patches posted here.
