I must say that I haven't been able to convince myself completely that it can 
happen, but this is how I see it at the moment. The leader restores its 
database from a snapshot and the last transaction in the log is the same as the 
last processed, so committedLog is empty. If there are operations in flight 
when the learner handler code we are talking about is executed, then the ones 
in toBeApplied will be sent, but the learner might still need the snapshot.
