I asked around and I believe what we should do is to manually add the release
artifact (the tar.gz file) to the staging location in repository.apache.org.
This would be after we deploy the maven related artifacts (jars) but before we
"release" the release. I believe this can be automated but might be better to
just do it manually the first time or so (there is support for this in
repository.apache.org ui iirc). Not sure how the structure works, but we can
look at that (again, before "finalzing" the release).
