Thanks [~phunt] for creating a separate ticket for this.
The patch adds a separate solution and project files for VS2013 and keeps the
existing VS2008 ones. It has support for x86 and x64 platforms. It should build
with the free version of Visual Studio 2013 Express for Desktop:

The added solution and project files should also work with VS2012 - replace the
string v120 with v110 in the project files so appropriate build dependencies
are picked up.
