its a Follower but it is not in the last committed configuration so its votes
are not counted towards a majority.
For example when adding a server its first connected to the current ensemble as
a non-voting follower. Then if/when it is added by a reconfiguration its votes
start being counted. Similarly when removing a server it becomes a non-voting
follower.
