In ZAB v1.0:
FOLLOWERINFO  --> Leader
LEADERINFO  <-- Leader
ACK EPOCH  --> Leader
do send snap/diff/trunc
UPTODATE <-- Leader

We can calibrate initLimit by Leader, and tell peers by LEADERINFO.
