right, this is a valid concern.

- I think you should remove the "!key.equals("version")"  from QuorumPeerConfig 
- make sure that "version" key doesn't appear in the file. 

- if the version is specified in the file name lets assume that its correct

- if the version is not specified in the file name we shouldn't add "version" 
key to the Properties object - this is the case for starting a new ensemble or 
adding a joining server. In this  case we'll use the default value of version = 
 0.
