Automatic rebalancing clients on reconfig sounds a great idea. Nonetheless it
introduces a couple new problems:
1. how to rebalance them? By using the probabilistic method?
2. when to rebalance them? If rebalanced on each reconfig, that doesn't seem
reasonable because a user may do a couple reconfigs one by one.
