According to the algorithm described in the paper, it seems like only a portion 
of clients need to be rebalanced.
But watching on CONFIG_ZNODE is a method that affects all.
Because ZK servers (incl. observers) know all the connected clients to itself 
and thus who needs to be rebalanced. I am wondering if we could have better 
solution to auto rebalance..
