I found the same thing recently for both deb and rpm packages. Additionally,
we now require version 1.12 or greater for automake. ZOOKEEPER-1893 introduced
usage of the {{serial-tests}} option, which was first supported in 1.12.
I'm attaching an updated patch that covers README_packaging.txt and
zookeeperProgrammers.xml.
