Submitting patch on the top of [~surendrasingh]'s last patch. With following 
addtional change
# added missing classed {{ClientConfiguration}} and 
{{ClientConfigurationTest}}. These are taken from his previous patch
# I do not see any class being used from {{commons-configuration-*.jar}}. So 
removed  {{commons-configuration-*.jar}} dependency from ivy.xml
# Moved {{ClientConfiguration}} to {{org.apache.zookeeper.client}} package 
because this class is completely for client. It was in {{org.apache.zookeeper}}
