another thing you could add is to check that the quorumverifier was updated 
e.g., when you start the fourth server do that with only itself and the leader
and then at the end of the test check that its quorum verifier includes all 4 
servers. Checking the file deletion is ok, but its sort of a symptom of the fact
that reconfiguration didn't complete on that server, so this is an attempt to 
check the configuration explicitly.
