As per my understanding, in
{{org.apache.zookeeper.server.quorum.QuorumPeer.updateLearnerType(QuorumVerifier)}}
bellow code causing the problem.

setLearnerType(LearnerType.PARTICIPANT);

getLearnerType() is LearnerType.OBSERVER in this case but this code changes
learner type to LearnerType.PARTICIPANT blindly.
