This looks like a permission issue. One needs to have admin or owner
permission to close (any) PR sent to the repo:
https://help.github.com/articles/repository-permission-levels-for-an-organization/
I think joining https://github.com/apache org with admin/owner permission
should fix the issue. Looks like none of us is on github apache org at the
moment.
