Adding one more point for discussion - I'm not sure whether any 
project(internal build tool) referring to ZooKeeper's {{CHANGE.txt}} file and 
the removal can break it. One approach is, retain this file in branch-3.4 
releases and could be removed from branch-3.5 upwards?
