Thanks Alex. I made a small change to address your last comment:
bq. Instead of passing lastSeenQV as a parameter, could you add a line here
Map<Long, QuorumPeer.QuorumServer> lastProposedView =
self.getLastSeenQuorumVerifier().getAllMembers();
