Addressed code review comments from @shralex:
* Use ReconfigTest.testServerHasConfig for additional test coverage.
* Improve fragile substring extraction.
* Add comments around test logic.
* Also made a fix to ensure during rolling restart, config information
returned from getConfig is consistent with local config.
