New Feature: Add the ability to integrate with an external Identity and access
management (ACL) system to provide an additional authorization mechanism. For
an organization that manages identities and ACLs (access control lists) in an
external system - provide a framework in Zookeeper to apply access control
backed on a replica of the external systems' ACLs. The focus is on X509
Identities and a set of simple access control list primitives.
