Of course. If you find any certain ticket interesting, you can drop an email to this list and other community members would get and reply. Our development flow is moved to GitHub, so as long as you have a GH account, you can make a patch. If you have concrete issue to file a ticket on JIRA, or want to comment on a JIRA ticket for further discussion, you can re-request a JIRA ID with that concrete reason and I suppose we can approve such requests.
