We added a few indexes recently in order to accelerate various sitemaps inside Jahia. So are you sure you have all the last indexes mentionned in the list? Else you may also try to run a SQLProfiler (http://sqlprofiler.jahia.org/) in order perhaps to add other complementary indexes.
A thing you may also try to do is to modify the sitemap in order to display less pages. Indeed displaying nearly 700 pages will always take a certain amount of time (only the size of the generated HTML should be rather large). But if I take the sitemap of the main site of the University of Lausanne (http://www.unil.ch/Jahia/engineName/sitemap/site/central/pid/2194) - approximately the same number of pages and also running on MySQL - it goes faster than 20 sec!
You may finally try to use the C-JDBC driver (http://c-jdbc.objectweb.org/ ). It includes an internal jdbc cache which may avoids unnecessary connection to the database (even if Jahia already stores a lot of objects in its own back-end caches). According to our last tests, you can win a factor of two only by adding the c-jdbc cache (warning: driver not tested under heavy load on our side yet).

- I suppose you have not indexed your database. You can find here http://www.jahia.org/download/jahia4/4_0/indexes/jahia4_indexes.sql a sql script to create a few indexes in your database which should greatly improve database intensive operation like sitemap or workflow.
