Hello,
ACL are dynamic in Jahia. So if you add a new user in an existing group, this user will automatically get access to the content and rights of this group.
Regarding webapps, plese note that some of them implement some internal caches which stores in memory at initialization the various rules used. So in such a case you will have to restart your server or modify the webapps in order to avoid it if it is important for you.
