If you uploaded your file in the Shared directory, it will be by default available to everybody (that is the goal. For instance an image available on your home page should be available for everybody!) but you can enforce some custom permissions. Just click on operations and then on File Permissions.
If there is a conflict between the page permissions and the file permission, the Jahia file manager GUI will indicate it to you.

The file structure that Jahia stores documents is wide open to the public. It seams as though this may be a bug.
A content managment system should secure and protect against anyone accessing documents on the site.
