Separate Admin and Write rights

Would it be possible to seperate the admin and the write rights, meaning that some users could only approve pages, but not edit them?

For now, if I click on the Admin radiobutton, Write is automatically selected. If I use the API and set only READ and ADMIN rights, Jahia still behaves like the user has also WRITE rights.
