As pages may move anywhere within a Jahia system, URL keys could not be re-used on different sites, making them unique.
This is why this feature is called a "key" and not a name, because it is unique within Jahia. I realize it is not as flexible as it could be, but this is something we might address in future versions (although as we don't have anybody sponsoring this development, I doubt it will happen soon unless you are interested in helping out).
