Mmmh! I read the spec of your prospect and it seems to me that a Translator has exactly the same permissions than a Publisher (has the right to translate all the languages + approve the content object). Moreover what we call an content object administrator in Jahia (Admin role on a content object such as a page) looks like exactly the role of Publisher. So the coupling is automatically done as all the Publishers on a given object of content is notified when approved. Looks logical that all the publishers on a content object can get some notifications and not only certain of them. What about the others? So this "coupling" thing would need to be a bit precised...

I think of this as some sort of user groups with specific managers.
