Jahia uses the standard Java Locale Class:
http://java.sun.com/j2se/1.4.2/docs/api/java/util/Locale.html
Moreover we use the combination Country + Locale
(eg: FR_CH; FR_FR; FR_CA;...). So perhaps Wales
is not integrated as one of the "country+Locale"
combination. Please also note that JVM (e.g. the
SUN JVM) does not support and implement all the
languages. So you may also check if other JVMs
(BEA; IBM) support more languages.
Finally why do you simply not use any other
language in order to enter your Wales translation
(e.g. arabic if you do not plan to translate your
site in such a language), modify the small falg
(just a gif file to change) and there you are,
you will have a site in Wales... The only
consequence: When Jahia accesses the first time
to your site, we check the default language used
in your browser and we automatically the Jahia
home page with this language (so in the upper
case, a browser configured in arabic will be
redirected to the Wales version of your site).
Please also note that when I checked my IE locale
(Tools -> Internet Options -> Languages) you also
have the same set of limited "Country+Locale"
that the JVM use and you do not have Wales).

This is driving me nuts, and I'm sure it's a really simple fix but I can't

I would like to be able to offer a Welsh version of the website I am
developing. Wales is down in ISO639 as CY, but there is no 'Wales', 'Welsh',

This isn't the case for me (is it for you?).
Can you point me to some documentation which tells me how I can add the
language (one of the oldest in Europe for those who are interested in such
things!)?
