Portal container says "Add a webapp"

When I create a portal container page in 5.0 beta 5, it shows "Add a 
webapp".  Clicking on that gives me a page to create a container, not 
add a webapp.  When I add a webapp, it gives me a portlet that has "Add 
a webapp" in it.  I can then declare the webapp, which takes over the 
entire portlet.  This is confusing, as I would expect a portal type of 
page to say something like "add a portlet", and then the portlet would 
say "add a webapp" (which it does).
